Heather F. Shouldice became President of the family firm in 2009 as Bill Shouldice prepared for retirement. Prior to joining the firm, Heather served in the Vermont House of Representatives on the House Ways & Means Committee, gaining in-depth knowledge of Vermont’s tax system. Her success stems from building strong, tri-partisan relationships and fostering consensus. Heather leads the development and execution of customized legislative strategies, including issue research, constituency management, expert testimony preparation, and strategic briefings for key decision-makers.

Emma S. Boardman joined the firm in 2020 after graduating from Providence College. Emma earned a Bachelor of Arts in Political Science with a Certificate in Business Studies. Her prior experience includes internships with Congressman David Cicilline and William Shouldice & Associates LLC, where she monitored legislative activity, analyzed amendments, and assessed political dynamics. Emma also worked with Advocacy Solutions LLC in Rhode Island, tracking legislation and analyzing budget impacts to support client interests. Emma continues a family legacy of public service and government relations, joining Heather Shouldice and Cheri L’Esperance.

Cheri L’Esperance serves as the Technology and Program Manager. She oversees legislative bill tracking and provides real-time updates on legislative and regulatory developments. Cheri works closely with clients to ensure they remain informed and engaged. Her background includes project management at a Big Four accounting firm, where she led IT consulting initiatives and managed nationwide teams.
