EVGENY ROSHKOV's experience in public affairs is more than 20 years. He holds the position of the firm's Executive Partner and joined Kesarev as a partner in 2004. His primary responsibilities include providing expertise to clients in the fields of public affairs; various public policy and industry issues. Evgeny also co-leads Kesarev branch offices in Kyiv (Ukraine), Nur-Sultan (Kazakhstan), and international practice.

Evgeny has wide project experience in public affairs consulting in Russia, Ukraine and CIS region. He has worked for corporations in such sectors as food/agriculture, finance, energy, mining, infrastructure, defense, FMCG and healthcare.

He is a member of International Bar Association (IBA), International Compliance Association (ICA), Society of European Affairs Professionals (SEAP) and Issues Management Council.

He also heads course on Public Affairs at Higher School of Economics (Moscow) Faculty of Social Sciences.

Professional Experience

Evgeny has held various positions in government and in policy advisory fields, including as Senior Advisor on Political Planning for the political party United Russia, Special Advisor to Nasha Ukraina (Our Ukraine) and other similar roles in Russia, Ukraine and USA (1999-2010).

Background

Evgeny holds degrees in law and history and political science from Vologda State Pedagogical University. Additionally, he studied at the Graduate Institute of International and Development Studies (Geneva) and Pericles Law School (Moscow).

PAVEL MELNIKOV brings with him 10+ years of professional experience in public affairs, CSR, and crisis communications both from government and private sector.

Professional Experience

Pavel started his career at the Federal Customs Service. Then he became the Press Secretary to Igor Artemiev, State Duma MP and current Head of the Federal Anti-monopoly Service (FAS), both at the State Duma and FAS.

Pavel spent three years in charge of corporate PR at Pirelli Russia and seven years as Vice President of Public Affairs and Crisis Communications at the Russian office of Grayling, a global PR and GR agency.

Background

Pavel graduated with Honours from the Management Faculty of the Russian Customs Academy. In 2014, he completed several courses on global compliance, global corporate lawyering, antitrust and competition law.

He is invited to give lectures at prominent Russian higher education institutions such as Moscow State University (MGU), Moscow State Institute of International Relations (MGIMO), and the Higher School of Economics; he has also held special courses on Public Affairs at the MGU and MGIMO.

Pavel is a member of the Public Affairs League, uniting Russian Public Affairs professionals, and a member of the Russian Public Relations Association.

Before joining Kesarev, Mr. Panasik was a Senior Analyst in the Centre for Current Politics of Russia as well as a Head of Direction at Eurasia Heritage Foundation and an expert in several nongovernmental and analytical organizations specialized on projects in post-Soviet countries.

Background

Yury is a graduate of the Faculty of Philosophy of the Moscow State University with a focus on political science.

He is constantly advancing his knowledge of the industry via participation in Russian and International educational courses and master-classes on Government Relations, including the three-year program for global executives, organized by the Public Affairs Council (2018-2020), “Comparative Politics” by Coursera (2016) and "Introduction to Regulatory Impact Assessment in Russia" by the Higher School of Economics (2013).
